REGULATIONS GOVERNING LEAGUE & SECONDARY COMPETITION FIXTURES 2017

(1) VENUE

The first named team has home venue, but if same is not available, the game must be played at the opponent’s venue or at neutral venue.

(2) COMPLETION DATES

Completion dates for all secondary competitions are agreed by and notified to all clubs involved. Dates for the first seven rounds of the Football Leagues and the first seven rounds of the Hurling Leagues will be fixed by the CCC in advance of the commencement of the competitions, and notified to all clubs involved. Dates by which further rounds must be complete will also be fixed by the CCC and notified to clubs. Any club which encounters a difficulty in meeting this deadline must notify the CCC at least two weeks in advance explaining the issues. The 2017 Leagues completion date is October 1st and requests for extensions cannot be granted.

(3) REFEREES

Where the appointed Referee fails to attend, agreement must be reached between the two clubs on a substitute referee by either tossing or by agreement. Failure to comply with this regulation will result in forfeiture of the league points by the Club failing to agree. In the event of a referee being agreed by both clubs it is the responsibility of the club of the referee to ensure that the Official Report of the game is submitted within three days of the game. Should the agreed referee not be a member of either participating club, the responsibility for ensuring the report is submitted shall rest with the home club.

(4) FIXTURES

All fixtures agreed in all League & Cup Competitions between clubs must be notified to the Office in Páirc Uí Chaoimh by email only and by both participating clubs at least 5 days in advance of the fixture. League results shall be credited as follows: 2 points for a win, and one for a draw.

Where rounds are fixed by the CCC, 2.30pm on the Sunday is the default time/day for the game unless agreed otherwise and notified to the Office. Disputes shall be referred to the CCC.

  • Unfulfilled Fixtures – Penalties
  • €100 fine for each unfulfilled fixture
  • If a club is disqualified or retires during the course of the league stage, its played games shall stand and its unplayed games shall be awarded to the opposing teams. The fine of €100, as per a) applies in the case of disqualification or withdrawal of a club. Teams withdrawing, or disqualified on or after August 1st would also incur the additional penalty (c) for each unplayed game originally scheduled for August 1st or later.
  • Games conceded in line with Regulation (11) after August 1st shall incur an additional penalty of the loss of one home game in the following season for each game conceded.
  • Placings

Where Teams finish with equal points for qualification for the concluding stages, or for promotion or relegation, the tie shall be decided by the following means and in the order specified (as per Official Guide).

  • Where two teams only are involved – the outcome of the meeting of the two teams in the previous game in the competition
  • Scoring difference (subtracting the total scores against from total scores for)
  • Highest total score for.
  • Exceptions:  In relation to means (ii) and (iii) above, if the accumulated scores of a team, so involved, are affected by a disqualification, retirement or walkover, the tie shall be decided by a play off.

Up to nine (9) substitutions shall be permitted in the playing of Normal Time in all Secondary Competitions under the jurisdiction of Coiste Chontae Chorcaí. 

Rule 2.4, Rules of Specification, Official Guide, Part 2 sections (ii), (iii), (iv) and (v) shall not be affected by this deviation. A maximum of three substitutes remains for extra-time, where played.

The change applies to County Leagues, County Junior Leagues 'A' and 'B' and other Secondary Competitions such as the Tom Creedon Cup.

(5) POSTPONEMENT

Request for postponement of a League fixture to be made by e-mail at least 5 days prior to the original league fixture. When a postponement is sought, a definite date within two weeks of the original fixture must be agreed by both clubs for the re-fixture and submitted with the request for the postponement. No fixture can be postponed more than once. No postponements shall be granted within 3 days (72 hours) of scheduled games except in exceptional circumstances.

(6) MONITORING OF LEAGUES

The Programme of League fixtures will be examined at one County Board meeting each month. All outstanding fixtures will be adjudicated on at CCC meeting prior to this Board Meeting. The CCC will monitor the progress of all teams in all Leagues on a regular basis.

(7) CHALLENGE GAMES

Permission for challenge games will only be granted where a club is up-to-date with its League programme.

(8) NON COMPLETION OF LEAGUE PROGRAMME

Clubs who fail to complete their league programme will be asked to give an explanation to the CCC of Coiste Chontae Chorcai.

(9) PRESENTATION OF GAMES

(a) All pitches to be properly lined and flagged.

(b) National Flag to be flown for all League games.

(c) All teams in all League games should be numbered properly.

(d) In all League games clubs are requested to dress uniformly, i.e. Matching socks and shorts

(10) MATCH RESULTS BY TEXT

The home club is responsible for returning all match results. The person in the club that is appointed to return results will receive a text message prior to the commencement of the game.

 

(11) WALKOVERS

Walkovers or conceding points to an opposing team will not be allowed in any circumstances in any League Competition in either Hurling or Football.

Points can only be awarded to a team for an unfulfilled fixture once the fixture has been made and the board notified in accordance with Regulation (4). Points cannot be awarded for games that have never been fixed.

(12)  CHAMPIONSHIP GAMES

Where clubs in the same League are meeting in Championship, league points may be awarded for the Championship game, subject to the agreement of both clubs. Where clubs do not agree to play a Championship game for League points, this must be notified to the CCC at least a week prior to the relevant League or Championship game, whichever is earlier.
